Régime of the change? Or How making of the right a step to the extreme right
Desde la llegada de Vicente Fox, la idea de cambio se aplico de forma sistemática en los spots gubernamentales durante el periodo de su toma de posesión hasta la fecha. Sin embargo; los hechos han sido bastante contradictorios; principalmente lo referente a practicas de gobiernos anteriores.
En los 4 primeros años de gobierno no solo no cumplió los objetivos trazados por el (y obviamente su equipo), sino que trastoco áreas que difícilmente podrían aproximarlo a la solución de los problemas que generan esos problemas. Sin embargo los slogan continuaban, eficazmente, proyectando una especie de aura que, con buena fe, podría interpretarse de posible si es que uno justificaba ( y cerraba bien los ojos ) a enormes atrocidades políticas, diplomáticas y jurídicas. Hasta que un buen día el aparato de poder se rompió por lo mas delgado. Un grupo poderoso, radical y armado conocido como el yunque decidió cobrarse el apoyo al “señor Fox” e imponía un candidato para las próximas elecciones (las del pasado 2 de julio) para lo cual se debía “crear” un deslinde, pero que en el fondo seria mantener la continuidad político económica, que estaba redituando buenos capitales y mayor poder a ese grupo.
Así se mostró un excelente teatro donde Felipe Calderón salía del gobierno para refugiarse en Jalisco bajo la tutela de otro empleado del yunque. Todo mostraba que los panistas estaban divididos y las pugnas internas estaban arrojando sus primeras bajas. Esta lectura es interpretada como el momento de actuar para el PRI y el PRD, que de alguna forma aun incierta, podían oler que algo apestaba en estas rabietas; que debían prepararse para una dura lucha por el poder.
No se necesita ser mago para ver que Fox había sido contagiado de la misma enfermedad que el PRI en los años 60, que pretendía mejorar al país mediante un populismo católico y dispensas financieras. De mostrar una aparente economía sana reduciendo deuda externa a expensas de la interna y control férreo sobre el corto, cuando esa medida frena el crecimiento y restringe el crédito. La bonanza petrolera le caía como bálsamo a la economía que hasta ese momento había reducido el déficit mediante las remesas de los emigrantes a Estados Unidos; pero que estaba por preparar un buen chantaje por parte de ese gobierno que es sencillo de interpretar: ahora si tu no cumples con darles empleo y yo pago las consecuencias, yo puedo incumplir el TLC y tu pagar las consecuencias.
Si vemos en este marco la decisión del PAN para elegir a su candidato, es fácil ver que la tentación de continuidad resulta obvia. Suponen que la bancada de diputados y senadores del PRI, que en ese momento eran mayoría, eran los causantes de que sus programas no hayan funcionado y que la crisis actual era por las zancadillas recibidas por todos los partidos. Particularmente del PRD que en las gobernaturas que sostenían los resultados de la crisis no habían sido tan severos como en el resto del país (principalmente en el DF y Estado de México, bastiones en poder del PRD y PRI respectivamente).
Una vez decidido que el “rebelde” era el “títere” idóneo, el aparato de estado allanaba el terreno mediante dos practicas: coptar voluntades entre legisladores opositores y destruir las imágenes publicas de sus contrincantes (nada que un profesionista no haga con algún competidor), para ello, Washington y Madrid pusieron a disposición de Fox, una gama de publicistas que le habían funcionado a Bush y a Asnar, como gesto de buena voluntad y de forma legitima. Lo que nadie les dijo es que en Estados Unidos la 4ª. Enmienda permite decir lo que quiera a cualquier estadounidense por ofensivo que esto sea, pues el aparato de coerción del estado es el ejército y si algo se sale de cause, la ley del garrote aplaca hasta al Ku Klux Klan; no importa cuan polarizado se ponga el clima político. En España esta había sido usado con éxito para llegar al poder al PP. Esto es una lectura correcta en un régimen imperial o fascista. Pero para México, esto es tanto como veneno, pues exige de hacer trampa para detentar el poder; es decir, realizar las practicas que justamente se proponía combatir.
Usando los aparatos del estado, principalmente la secretaria de gobernación. Se acumulaba información de los posibles contrincantes y la forma de anularlos. Mientras que lideres de opinión dentro de los partidos opositores eran seducidos mediante obscuros enlaces, se ponía en marcha una operación de ataque a las cabezas visibles con la intención de que se auto destaparan los prospectos para ponerlos en la mira. Ello alerto a mentes brillantes dentro del PRI y PRD que se pusieron a mostrar sus cartas fuertes al exhibir sin pudor alguno que tienen contactos con personalidades de todo el mundo y poder para convocarlas. Para citar algún ejemplo puede verse el ataque a Arturo Montiel y a Porfirio Muñoz Ledo, entre otros. Hasta que los mismos partidos mediante consultas mostraban estrategias que ponían candidatos populares dentro de sus bases: AMLO y RMP; pero estos no son populares dentro de las cúpulas de poder de los partidos a los que pertenecen. Nada que, dentro de una verdadera democracia, impida que sean presidentes legítimos. Pero el poder es el poder y la corrupción no se cura con una banda presidencial en el pecho. Fox y su grupo de poder, promovió una serie de ataques sistemáticos tan potentes y cínicos, que hacían impensable el que fuera alguien del gobierno quien se prestara para tal vileza; mas aun, el sistema generaba una pantalla tan bien mostrada que se pensaba que López Obrador era un incapaz que se refugiaba en lloriqueos impotente de enfrentar la verdad de ser un político inepto y fascistoide. Que Roberto Madrazo era corrupto, inepto y que ni los mismos priistas lo querían. Es decir, justamente lo contrario a lo que eran.
Para cuando se iniciaba el proceso de campañas internas de los partidos, el PAN tenia ya mas de un año que estaba metido a través de organismos y secretarias de gobierno. Cosa inusitada en la historia de México, pues ni el mismísimo PRI en sus momentos más radicales, había sido capas de llegar a tal bajeza, pues este tipo de cosas salen a flote tarde o temprano y las naciones están siempre a la expectativa del patio trasero de EU. Por ello, los tiempos y las formas jamás se debían perder. La diplomacia ante todo, si esta podía poner en tela de juicio algún procedimiento excesivo que dañara la imagen de control en el poder. Se podía ser asesino, pero no estupido.
Pero esto no lo comprenden los empresarios que pasan a ser políticos. Pues ellos buscan ganancias. Por tal razón, los integrantes del yunque hacían más presión al grupo Foxista y exigían garantías sobre su inversión: Felipe Calderón tenía que ser presidente. Sin embargo para Fox, resultaba una contrariedad, pues otros grupos dentro del PAN también exigían sus respectivas cuotas de poder y veían la posibilidad cada vez más real de perder las elecciones y no haber cobrado una solo cuota o deuda. Ante este dilema se imponía una única solución: continuidad. El problema es que las opciones se reducían rápidamente por una mala imagen lograda a pulso y una buena dosis de incompetencia. Así termino quedando un único posible, justamente aquel que menos le gustaba a Fox. Pero de lo perdido lo que venga es ganancia, reza un dicho; y todo el poder del estado se aplicó para ser impuesto el candidato oficialista.
La propaganda y los golpes bajos vistos en esta elección son de los mas sucios que se hayan registrado en la historia, no solo de México, sino mundial, pues a diferencia de los típicos fraudes, en los cuales se hacen robos, simulaciones o conteos amañados; en estas se usaron todos; y con la innovación de ser sistemática mediante una técnica cibernética y estadística, de tal forma que la simulación de empate es casi mágica, pues las lagunas en la legislación permiten poner un velo de duda, pero certeza jurídica si el órgano regulador es discrecional y tolerante, lo que da a ganar tiempo. Para cuando se tengan todos los datos estarían tan revueltos los datos que seria imposible desenmarañarlos a tiempo o en la forma adecuada. Así la ley ( y no la justicia ) se aplicaría al pie de la letra y seria legitimo jurídicamente hablando.
Esta forma ingeniosa de detentar el poder además del uso técnicas eficientes de propaganda al estilo nazi combinadas con mercadotecnia al mas puro estilo de las agresivas campañas promociónales de fin de año, han lograron crear un clima inesperado para el gobierno. Podría ser que hubieran ganado de forma legitima, pero ahora ni ellos sabían si eso había ocurrido. El nerviosismo al interior del PAN era evidente y la posibilidad de perder hacia que los grupos de poder exigieran garantías sólidas y salidas políticas inmediatas. Ante este incomodo escenario, Fox decide reforzar la propaganda cobrando cuotas de forma adelantada y malgastando acuerdos anticipados con el PRI, esto era impostergable, requería de crear esa alianza pero no miden los tiempos de forma correcta; esto les crea una nueva dificultad cuando la persistencia de AMLO en la opinión pública se mantiene inquebrantable. Eso hace que se busque la salida jurídica de forma “Light”, reforzando la imagen del tribunal electoral y fomentando los foros de discusión. Pero la propaganda tiene un lado negativo. Si las opiniones se dispersan pueden tener vida propia, pues rebasan el control del creador y director ( no se puede ser nazi, tomarse fotos abrazando a un judío y después postularse para santo ). Así es como queda atrapado el sistema, pues se empieza a notar que AMLO si es respaldado, no solo con los campamentos, sino en una marcha que hace mella en la imagen de la propaganda, pues convocar a mas de un millón para marchar en respaldo de alguien es difícil aun en estados Unidos. Los lideres de opinión se reservan de externar sus temores, pero en todos esta presente el potencial del conflicto si este se descarrila de los medios políticos. Pues una convocatoria la realiza cualquiera, pero si las masas acuden en gran magnitud y persisten su hambre y sed de justicia, son una bola de nieve lanzada en zona de avalancha.
Este día 1 de septiembre se ha visto el poder de esa masa, no solo por la postura que tuvieron los legisladores; sino por lo que motivo a Guardias Presidenciales a elevar a tres los cinturones de seguridad. Me diría un gran maestro: “la magnitud de tu miedo y debilidad esta circunscrita por el número de tus murallas, Pero también puede usarse como una forma de crear confusión y enfrentamiento”. El video editado y transmitido por el equipo del presidente Fox esa noche me hace pensar que esta en ambos casos de esa frase; que las mediciones de peligro son reales, pero que prefieren apagar el incendio usando gasolina. Que confían demasiado en la información recabada por los sistemas de inteligencia del estado para detectar probables brotes de resistencia armada y desobediencia civil. Justamente el mismo caldo de cultivo que se daba en la época post Joseph Raymond McCarthy y previa al 68 de forma global es lo que tenemos en este momento. la presión de Washington se hace evidente y los poderes económicos no están satisfechos con los beneficios económicos que han recibido; temen que la mecha se prenda pero quieren cada vez mas rebanadas del pastel. El poder eclesiástico no esta dispuesto a perder ni un solo ápice de los avances y privilegios que han logrado en este sexenio y están dispuestos a todo para conservar su poder económico y social. Los empresarios locales están divididos ante las diferentes propuestas pues es obvio las ventajas que da cada candidato a cada sector y se ven reflejados en ambos casos. Pero los más poderosos no están dispuestos a negociar de forma innecesaria y se muestran renuentes a mostrarse pues también están divididos y si eso se sabe podrían perder poder político o recibir algún ataque de la actual administración que, para la mayoría, se siente impune y pesadamente interminable.
La tímida muestra de apoyo que se a presentado ha sido el acarreo a la Plaza México, donde apenas unos 60 mil asistentes fueron acarreados desde diversos puntos del país. Se suponía que el acarreo era una practica que el PAN criticaba a los gobiernos del PRI y al PRD; sin embargo, ha notado su impacto y el uso, para canjear apoyo por beneficios, no ha dejado de estar vigente. Pese a que no cumplir seria detonar movimientos sociales y pondría en riesgo la gobernabilidad como ha pasado en Oaxaca.
Esto es evidente si se toma en cuenta que muchas de las marchas de apoyo a AMLO han sido convocadas por la base del partido, es decir la militancia. En el PAN las cosas son al contrario, la división interna es tal que una convocatoria a estas alturas seria suicida. Pues dejaría al descubierto que una cosa es votar por simpatía y otra salir a apoyar esa simpatía. Además de que la propaganda se ha desgastado y muchos líderes de opinión verían un signo de debilidad si el PAN solicitara apoyo en una marcha y esta no fuera tan concurrida como las de AMLO.
Como podrá verse, resulta obvio lo que vendrá los próximos meses; contrario a los deseos de Fox, pasara, por desgracia, al grupo de presidentes de México que menos lograron hacer por el país en diplomacia, educación, ciencia y tecnología; que fue corrupto, adolecía de nepotismo y que revivió para si las peores practicas del PRI, haciendo que la sociedad se divida cultural, política y religiosamente; quedar como quien no pudo cumplir uno solo de sus compromisos y además, dejar la duda, lograda a pulso, de ser el artífice de un fraude electoral mas.
Es triste que la posibilidad que se miraba endeble pero bien intencionada de un hombre que quería ser presidente, termine en las miserables y repugnantes practicas de un vulgar estafador que se justifica: a dios adorando, pero con el mazo dando.

Un grupo poderoso, radical y armado conocido como el yunque decidió cobrarse el apoyo al “señor Fox” e imponía un candidato para las próximas elecciones (las del pasado 2 de julio) para lo cual se debía “crear” un deslinde, pero que en el fondo seria mantener la continuidad político económica, que estaba redituando buenos capitales y mayor poder a ese grupo.
Así se mostró un excelente teatro donde Felipe Calderón salía del gobierno para refugiarse en Jalisco bajo la tutela de otro empleado del yunque. Todo mostraba que los panistas estaban divididos y las pugnas internas estaban arrojando sus primeras bajas. Esta lectura es interpretada como el momento de actuar para el PRI y el PRD, que de alguna forma aun incierta, podían oler que algo apestaba en estas rabietas; que debían prepararse para una dura lucha por el poder.
No se necesita ser mago para ver que Fox había sido contagiado de la misma enfermedad que el PRI en los años 60, que pretendía mejorar al país mediante un populismo católico y dispensas financieras. De mostrar una aparente economía sana reduciendo deuda externa a expensas de la interna y control férreo sobre el corto, cuando esa medida frena el crecimiento y restringe el crédito. La bonanza petrolera le caía como bálsamo a la economía que hasta ese momento había reducido el déficit mediante las remesas de los emigrantes a Estados Unidos; pero que estaba por preparar un buen chantaje por parte de ese gobierno que es sencillo de interpretar: ahora si tu no cumples con darles empleo y yo pago las consecuencias, yo puedo incumplir el TLC y tu pagar las consecuencias.
Si vemos en este marco la decisión del PAN para elegir a su candidato, es fácil ver que la tentación de continuidad resulta obvia. Suponen que la bancada de diputados y senadores del PRI, que en ese momento eran mayoría, eran los causantes de que sus programas no hayan funcionado y que la crisis actual era por las zancadillas recibidas por todos los partidos. Particularmente del PRD que en las gobernaturas que sostenían los resultados de la crisis no habían sido tan severos como en el resto del país (principalmente en el DF y Estado de México, bastiones en poder del PRD y PRI respectivamente).
Una vez decidido que el “rebelde” era el “títere” idóneo, el aparato de estado allanaba el terreno mediante dos practicas: coptar voluntades entre legisladores opositores y destruir las imágenes publicas de sus contrincantes (nada que un profesionista no haga con algún competidor), para ello, Washington y Madrid pusieron a disposición de Fox, una gama de publicistas que le habían funcionado a Bush y a Asnar, como gesto de buena voluntad y de forma legitima. Lo que nadie les dijo es que en Estados Unidos la 4ª. Enmienda permite decir lo que quiera a cualquier estadounidense por ofensivo que esto sea, pues el aparato de coerción del estado es el ejército y si algo se sale de cause, la ley del garrote aplaca hasta al Ku Klux Klan; no importa cuan polarizado se ponga el clima político. En España esta había sido usado con éxito para llegar al poder al PP. Esto es una lectura correcta en un régimen imperial o fascista. Pero para México, esto es tanto como veneno, pues exige de hacer trampa para detentar el poder; es decir, realizar las practicas que justamente se proponía combatir.
Usando los aparatos del estado, principalmente la secretaria de gobernación. Se acumulaba información de los posibles contrincantes y la forma de anularlos. Mientras que lideres de opinión dentro de los partidos opositores eran seducidos mediante obscuros enlaces, se ponía en marcha una operación de ataque a las cabezas visibles con la intención de que se auto destaparan los prospectos para ponerlos en la mira. Ello alerto a mentes brillantes dentro del PRI y PRD que se pusieron a mostrar sus cartas fuertes al exhibir sin pudor alguno que tienen contactos con personalidades de todo el mundo y poder para convocarlas. Para citar algún ejemplo puede verse el ataque a Arturo Montiel y a Porfirio Muñoz Ledo, entre otros. Nada que, dentro de una verdadera democracia, impida que sean presidentes legítimos. Pero el poder es el poder y la corrupción no se cura con una banda presidencial en el pecho. Fox y su grupo de poder, promovió una serie de ataques sistemáticos tan potentes y cínicos, que hacían impensable el que fuera alguien del gobierno quien se prestara para tal vileza; mas aun, el sistema generaba una pantalla tan bien mostrada que se pensaba que López Obrador era un incapaz que se refugiaba en lloriqueos impotente de enfrentar la verdad de ser un político inepto y fascistoide. Que Roberto Madrazo era corrupto, inepto y que ni los mismos priistas lo querían. Es decir, justamente lo contrario a lo que eran.
Para cuando se iniciaba el proceso de campañas internas de los partidos, el PAN tenia ya mas de un año que estaba metido a través de organismos y secretarias de gobierno. Cosa inusitada en la historia de México, pues ni el mismísimo PRI en sus momentos más radicales, había sido capas de llegar a tal bajeza, pues este tipo de cosas salen a flote tarde o temprano y las naciones están siempre a la expectativa del patio trasero de EU. Por ello, los tiempos y las formas jamás se debían perder. La diplomacia ante todo, si esta podía poner en tela de juicio algún procedimiento excesivo que dañara la imagen de control en el poder. Se podía ser asesino, pero no estupido.
Pero esto no lo comprenden los empresarios que pasan a ser políticos. Pues ellos buscan ganancias. Por tal razón, los integrantes del yunque hacían más presión al grupo Foxista y exigían garantías sobre su inversión: Felipe Calderón tenía que ser presidente. Sin embargo para Fox, resultaba una contrariedad, pues otros grupos dentro del PAN también exigían sus respectivas cuotas de poder y veían la posibilidad cada vez más real de perder las elecciones y no haber cobrado una solo cuota o deuda. Ante este dilema se imponía una única solución: continuidad. El problema es que las opciones se reducían rápidamente por una mala imagen lograda a pulso y una buena dosis de incompetencia. Así termino quedando un único posible, justamente aquel que menos le gustaba a Fox. Pero de lo perdido lo que venga es ganancia, reza un dicho; y todo el poder del estado se aplicó para ser impuesto el candidato oficialista.
La propaganda y los golpes bajos vistos en esta elección son de los mas sucios que se hayan registrado en la historia, no solo de México, sino mundial, pues a diferencia de los típicos fraudes, en los cuales se hacen robos, simulaciones o conteos amañados; en estas se usaron todos; y con la innovación de ser sistemática mediante una técnica cibernética y estadística, de tal forma que la simulación de empate es casi mágica, pues las lagunas en la legislación permiten poner un velo de duda, pero certeza jurídica si el órgano regulador es discrecional y tolerante, lo que da a ganar tiempo. Para cuando se tengan todos los datos estarían tan revueltos los datos que seria imposible desenmarañarlos a tiempo o en la forma adecuada. Así la ley ( y no la justicia ) se aplicaría al pie de la letra y seria legitimo jurídicamente hablando.
Esta forma ingeniosa de detentar el poder además del uso técnicas eficientes de propaganda al estilo nazi combinadas con mercadotecnia al mas puro estilo de las agresivas campañas promociónales de fin de año, han lograron crear un clima inesperado para el gobierno. Podría ser que hubieran ganado de forma legitima, pero ahora ni ellos sabían si eso había ocurrido. El nerviosismo al interior del PAN era evidente y la posibilidad de perder hacia que los grupos de poder exigieran garantías sólidas y salidas políticas inmediatas. Ante este incomodo escenario, Fox decide reforzar la propaganda cobrando cuotas de forma adelantada y malgastando acuerdos anticipados con el PRI, esto era impostergable, requería de crear esa alianza pero no miden los tiempos de forma correcta; esto les crea una nueva dificultad cuando la persistencia de AMLO en la opinión pública se mantiene inquebrantable. Eso hace que se busque la salida jurídica de forma “Light”, reforzando la imagen del tribunal electoral y fomentando los foros de discusión. Pero la propaganda tiene un lado negativo. Si las opiniones se dispersan pueden tener vida propia, pues rebasan el control del creador y director ( no se puede ser nazi, tomarse fotos abrazando a un judío y después postularse para santo ). Así es como queda atrapado el sistema, pues se empieza a notar que AMLO si es respaldado, no solo con los campamentos, sino en una marcha que hace mella en la imagen de la propaganda, pues convocar a mas de un millón para marchar en respaldo de alguien es difícil aun en estados Unidos. Los lideres de opinión se reservan de externar sus temores, pero en todos esta presente el potencial del conflicto si este se descarrila de los medios políticos. Pues una convocatoria la realiza cualquiera, pero si las masas acuden en gran magnitud y persisten su hambre y sed de justicia, son una bola de nieve lanzada en zona de avalancha.
Este día 1 de septiembre se ha visto el poder de esa masa, no solo por la postura que tuvieron los legisladores; sino por lo que motivo a Guardias Presidenciales a elevar a tres los cinturones de seguridad. Me diría un gran maestro: “la magnitud de tu miedo y debilidad esta circunscrita por el número de tus murallas, Pero también puede usarse como una forma de crear confusión y enfrentamiento”. El video editado y transmitido por el equipo del presidente Fox esa noche me hace pensar que esta en ambos casos de esa frase; que las mediciones de peligro son reales, pero que prefieren apagar el incendio usando gasolina. Que confían demasiado en la información recabada por los sistemas de inteligencia del estado para detectar probables brotes de resistencia armada y desobediencia civil. Justamente el mismo caldo de cultivo que se daba en la época post Joseph Raymond McCarthy y previa al 68 de forma global es lo que tenemos en este momento. la presión de Washington se hace evidente y los poderes económicos no están satisfechos con los beneficios económicos que han recibido; temen que la mecha se prenda pero quieren cada vez mas rebanadas del pastel. El poder eclesiástico no esta dispuesto a perder ni un solo ápice de los avances y privilegios que han logrado en este sexenio y están dispuestos a todo para conservar su poder económico y social. Los empresarios locales están divididos ante las diferentes propuestas pues es obvio las ventajas que da cada candidato a cada sector y se ven reflejados en ambos casos. Pero los más poderosos no están dispuestos a negociar de forma innecesaria y se muestran renuentes a mostrarse pues también están divididos y si eso se sabe podrían perder poder político o recibir algún ataque de la actual administración que, para la mayoría, se siente impune y pesadamente interminable.
La tímida muestra de apoyo que se a presentado ha sido el acarreo a la Plaza México, donde apenas unos 60 mil asistentes fueron acarreados desde diversos puntos del país. Se suponía que el acarreo era una practica que el PAN criticaba a los gobiernos del PRI y al PRD; sin embargo, ha notado su impacto y el uso, para canjear apoyo por beneficios, no ha dejado de estar vigente. Pese a que no cumplir seria detonar movimientos sociales y pondría en riesgo la gobernabilidad como ha pasado en Oaxaca.
Esto es evidente si se toma en cuenta que muchas de las marchas de apoyo a AMLO han sido convocadas por la base del partido, es decir la militancia. En el PAN las cosas son al contrario, la división interna es tal que una convocatoria a estas alturas seria suicida. Pues dejaría al descubierto que una cosa es votar por simpatía y otra salir a apoyar esa simpatía. Además de que la propaganda se ha desgastado y muchos líderes de opinión verían un signo de debilidad si el PAN solicitara apoyo en una marcha y esta no fuera tan concurrida como las de AMLO.
Como podrá verse, resulta obvio lo que vendrá los próximos meses; contrario a los deseos de Fox, pasara, por desgracia, al grupo de presidentes de México que menos lograron hacer por el país en diplomacia, educación, ciencia y tecnología; que fue corrupto, adolecía de nepotismo y que revivió para si las peores practicas del PRI, haciendo que la sociedad se divida cultural, política y religiosamente; quedar como quien no pudo cumplir uno solo de sus compromisos y además, dejar la duda, lograda a pulso, de ser el artífice de un fraude electoral mas.
Es triste que la posibilidad que se miraba endeble pero bien intencionada de un hombre que quería ser presidente, termine en las miserables y repugnantes practicas de un vulgar estafador que se justifica: a dios adorando, pero con el mazo dando.
